The Article Processing Charges (APCs) are covered by the national agreement with the publisher as follows:

The agreement covers publishing in 360 hybrid journals included in the Oxford Journals Collection. See Eligable journal list.
The agreement covers publishing in 140 Open Access journals in OUP Fully Open Access. See Eligable journal list.
All articles are published default with CC-BY license. CC-BY-NC and CC-BY-NC-ND licenses can also be chosen by the corresponding author.
The agreement covers the article types Research article, Review article, Brief report and Case report.

What's not included?

There are some exceptions to the Oxford agreement. These include: some journals that are not covered by the agreement, some journals that charge a fee upon acceptance or submission, and some journals that charge an additional page fee. None of these costs are included in the agreement.
